   RS 02001.202 General Explanation - U.S. Norwegian Agreement
   
   
   
   An individual working in the U.S. or Norway will be subject to the laws of the country
      in which he/she is working. The major exception concerns workers sent on a temporary
      assignment from one country to the other. These “detached workers” remain subject to the Social Security laws of the country from which they were sent.
      See RS 02001.205 for a further discussion of the issue and limitations to the rule. A secondary exception
      involves self-employed persons who are covered by the country in which they reside.
      The agreement does not affect the coverage of government workers (Article 5 of the
      Basic Agreement).
