   DI 28087.001 Referral of Social Security Disability Insurance (SSDI) Beneficiaries and Supplemental
      Security Income (SSI) Recipients to VR Agencies
   
   
   
   POLICY
   
   It is the policy of the Social Security Administration (SSA) to promptly assess each
      claimant's potential for rehabilitation into productive activity. The following general
      guide are established to meet this objective in states where the Ticket to Work program
      is not implemented:
   
   
   
      - 
         
            • 
               During the initial SSA field office (FO) interview, each applicant (with certain exceptions)
                  will be given information not only about benefits for which they may be eligible under
                  the title II/title XVI provisions but also about rehabilitation services which may
                  be available and about their rights and responsibilities under the law.

            • 
               All applicants whose disability/blindness claims are adjudicated in the State Disability
                  Determination Services (DDS) will be screened for possible referral to the State Vocational
                  Rehabilitation (VR) agency.

            • 
               All relevant data in the applicant's disability or blindness file and the State VR
                  agency's records are available for both the disability determination and the vocational
                  rehabilitation process. (See DI 28030.020G. for development of evidence in a continuing disability investigation where the individual
                  is known to the State VR agency.)
