SI BOS00830.605 Home Energy Assistance and Support and Maintenance Assistance

A. Background

Appropriate State agencies certify providers of Home Energy Assistance (HEA) and Support and Maintenance Assistance (SMA) for the Boston Region. State agencies provide different types of certification. These certifications will be made when all the assistance provided by the organization or specific program meets the HEA/SMA exclusion criteria; soup kitchens or a specific heating assistance program administered by a public utility. However, there are organizations that provide a variety of assistance programs, some of which do not fall in the HEA/SMA exclusion category.

B. Types of Certification

1. Blanket Certifications

Blanket certifications provided by State agencies mean that all HEA/SMA provided to any SSI recipient by these agencies meets the exclusion requirements specified in SI 00830.605. Exclude all HEA or SMA received from these organizations or specific programs based on the claimant's allegation of receipt.

2. Individual Certifications

When an agency or organization does not have a blanket certification, the State has the responsibility to determine if the particular assistance received by the claimant meets the exclusion criteria. The State will certify that individual only. Exclude assistance that might meet the requirements for State certification pending certification per SI 00830.605D.3.

C. Procedure

The Boston Center for Disability and Program Support (CDPS) is responsible for contacting the appropriate State agency for individual certifications.

If an SSI recipient alleges receiving HEA/SMA, and the provider is not listed below, contact Boston CDPS via vHelp. Please provide the name, address and telephone number of the provider, the specific assistance program if applicable (HEA/SMA), the SSI claimants name and Social Security Number.

CDPS will notify the Field Office of the State response for the individual certification. File any documentation of the individual certification within the CEF or NdRed.
