Public Law 106-554, enacted into law on December 21, 2000, gives SSA the authority to administer State recognition payments for individuals entitled to Special Veterans Benefits (SVB) under title VIII of the Social Security Act.

The Commissioner of Social Security may enter into an agreement with, and make payments on behalf of, any State that provides cash recognition payments on a regular basis to individuals entitled to SVB.
