Background

Section 104(f) of the Social Security Amendments of 1956 authorized Florida, Hawaii, Minnesota, Nevada, New Mexico, Oklahoma, Pennsylvania, Texas, and Washington to extend Social Security coverage to nonprofessional school employees in positions under a retirement system without a referendum and as a separate absolute coverage group. Nonprofessional school employees are employees of public school districts in the specified States, in positions that did not require a valid State teacher's or administrator's certificate, as a prerequisite of payment for their services. Modifications covering nonprofessional school employee positions under the Section 104(f) provisions were filed with the Social Security Administration only between August 1, 1956, and December 31, 1961.

Beginning in1951, States were allowed to enter into voluntary agreements, called Section 218 agreements, with the Federal government, to provide Social Security coverage to State and local government employees not covered by a retirement system. SSA regulation requires each State to designate an official to act on behalf of the State in administering the State’s Section 218 agreement. This section identifies the responsibilities of the state administrator, SSA, and the IRS, when administering coverage under Sections 218 and 210 of the Social Security Act.

Background for POMS

This transmittal provides information on Election worker duties and types of ballots involved in the election process. The purpose of this new POMS section is to clarify that election workers who count paper mail ballots are allowed the same coverage or exclusion provisions deemed for election workers who physically work with balloting at the actual polling places.
