Under the Vermont civil union law that became effective on 07/01/00, two people of the same sex who meet certain eligibility criteria may enter into a civil union in Vermont. This includes non-residents of Vermont. People who enter into a civil union in Vermont can have their names changed (e.g., each member of a civil union can change their surname to the partner’s surname).
