  The established onset date in Item 15A is based on statutory blindness, and

• •

  The claimant is found not disabled for cash benefit purposes (Item 18A).

Enter regulation basis code “F1” when the claimant:

• •

  Meets only the fully insured requirement for blindness at the alleged onset date or later,

• •

  Alleges a visual impairment, and

• •

  Has an impairment that does not meet the definition of statutory blindness.

Enter regulation basis code “N1” or “N2” when the claimant:

• •

  Is engaging in SGA, as determined by the field office;

• •

  Alleges a visual impairment; and

• •

  Has an impairment that does not meet the definition of statutory blindness.

Enter regulation basis code “A61” when statutory blindness is established for the following types of claims:

• •

  Blind Individual (BI),

• •

  Blind Spouse (BS), or

• •

  Blind Child (BC).
