A change of address or residence is important for the following reasons:

                  • 
                     It is very important to receive and maintain current address and residence information
                        on the recipient’s record to ensure proper check delivery and correctness of the Supplemental
                        Security Income (SSI) payment amount. Processing a change of address (COA) or residence
                        request promptly will help alleviate any problems affecting the recipient’s payment
                        and Medicaid eligibility, such as nonreceipts and overpayments due to changes in living
                        arrangements.

                  • 
                     A COA or residence may be interstate (from one State to another) or intrastate (from
                        one address to another with the same State). A different procedure exists for processing
                        each type of report.

                  • 
                     A COA or residence may indicate that a change in circumstances has occurred which
                        may affect continuing SSI eligibility or payment amount. For example, there may be
                        changes in living arrangements, marital status, federally administered State supplementation,
                        in-kind support and maintenance, and resources (e.g., home ownership).
                      
                        
                           NOTE: Different instructions apply when an individual is temporarily absent from a Federal
                              living arrangement. This is discussed further in SI 02306.010B.3. See SI 00835.040. Also, be aware of situations where a recipient is placed by a State agency in an
                              out-of-state facility and the recipient remains a resident of the placing State.

                  • 
                     A COA or residence must be input before the current operating month's recurring tape
                        cutoff to direct the next regular recurring SSI payment to the new address on time.
                        If the change cannot be made by the next check, the field office (FO) should take
                        immediate action to determine the new residence and living arrangement. The individual’s
                        Medicaid coverage is affected by the State and county code as shown in the Computation
                        History (CMPH) segment of the supplemental security record (SSR). In Modernized SSI
                        Claim System (MSSICS), the proper state and county code should be shown on the LRES
                        screen.
                      
 
 
            
               NOTE:See SM 01305.530 for additional information necessary for systems input if the input
                  is made after the Goldberg-Kelly cutoff date and the check amount will be reduced.
