RM 03809.009 Scouting to Identify EIN's or Employers Not Identified Via Electronic Search Process

  1. A. 

    Requests to scout for a correct EIN will generally be annotated with a partial EIN , unknown EIN , or no EIN at all. Apply the following instructions when scouting these cases:

    1. 1. 

      Search the appropriate MEMBM (Employer Establishment Microfilm Business Master) or MEMAE (Employer Establishment Microfilm Alpha Employer) for the EIN utilizing all employer name and address information associated with the case. If the EIN is:

      1. a. 

        Located:

        1. 1. 

          Annotate the EIN .

        2. 2. 

          In “Remarks” section of ICOR on the development worksheet , indicate where the EIN was located. Show any cross-reference EINs as “XR (   enter the EIN   )”.

        3. 3. 

          Mark the case "complete" .

      2. b. 

        Not located and Microfilm Reference Number (MRN) or Master Block, Unit and Page Number information for the period in question is provided with the case, scout the wage report per RM 03809.007. If the EIN is:

        1. 1. 

          Located, annotate remarks in ICOR .

        2. 2. 

          Not located, annotate remarks in ICOR .

        EXCEPTION:

        If the scouting request is annotated “illegible” and not confined to the last 2 positions of the EIN, do not scout the wage report. In these cases, apply the instructions in A.2. below.

      3. c. 

        Not located and Microfilm Reference Number (MRN) or Master Block, Unit and Page Number information for the period in question is not provided with the case, apply the procedure in A.2. below.

    2. 2. 

      Determine if the correct SSN was used. If:

      1. a. 

        The correct SSN was used, annotate “Remarks” in ICOR “UTL-EIN”.

      2. b. 

        An incorrect SSN was used, apply the instructions in A.3. below.

    3. 3. 

      When an incorrect SSN was used, attempt to locate the EIN by applying the following instructions:

      1. a. 

        Check the Reject Listing as follows:

        1. 1. 

          If the area number of the SSN used is a possible number, check the listing under the incorrect SSN.

        2. 2. 

          If the area number of the SSN used is an impossible number, check the Impossible Area Reject Listing under the wage earner's name.

      2. b. 

        If the EIN is:

        1. 1. 

          Located, annotate remarks in ICOR and take any necessary corrective action.

        2. 2. 

          Not located, annotate the “Remarks” in ICOR "UTL-EIN”.

  2. B. 

    Requests to identify employer name and address—Search the appropriate MEMNR (Employer Establishment Numerical Register) or MEMQNF (Employer Establishment Microfilm Quarterly Numerical File) microfilm utilizing all EIN information associated with the case. If the employer:

    1. 1. 

      NAME AND ADDRESS ARE LOCATED:

      1. a. 

        Annotate the information in ICOR .

      2. b. 

        Enter the information on the MEF or SSA-1826 printout(s).

      3. c. 

        If a Form SSA-6363 C1 is attached to the case in conjunction with an SSA-1826, transcribe the information on the second (right) portion of the form. Use the SSA-6363 C1 to update the employer name and address magnetic tape file in EBIPS. .

      4. d. 

        Mark the case "complete"Return the case to control.

    2. 2. 

      NAME IS LOCATED BUT THE ADDRESS IS NOT:

      1. a. 

        Do not scout to locate the address unless it is specifically requested.

      2. b. 

        Annotate remarks "Address not available" in ICOR .

    3. 3. 

      NAME AND ADDRESS ARE NOT LOCATED, SCOUT THE WAGE REPORT (PER RM 03809.007). IF:

      1. a. 

        Name and address are located, apply the instructions indicated above.

      2. b. 

        Name is located but the address is not, apply the instructions indicated above.

      3. c. 

        Name and address are not located, annotate the “Remarks” “Unable to identify”in ICOR.

        NOTE: When the EIN or employer name and address cannot be located in accordance with the instructions , (i.e., broken film, illegible copy, bad splice, etc.), alternate sources (such as the SSA Records Center) must be checked.
