RM 03816.012 Processing Wrong Number SS-5 Cases

A.
Wrong Number (WN) SS-5 cases involve situations in which SSA has issued a wrong SSN
to an individual and has added the SS-5 information to the numident record under the
incorrect SSN. These situations are described in RM 00702.008A.

B.
Receive WN SS-5 cases from the FO. A Form SSA-5002, Report of Contact, annotated “Wrong Number SS-5” will be attached to the case. WN SS-5 cases previously identified by OCRO should
also contain a Form SSA-5044, Request for SSN Investigation.

C.
Examine the case material and take the following actions:

1.
Request both an MEF and numident printout under the wrong SSN if they are not associated with the case.

Review the numident printout under the wrong SSN and determine the posting year in
which the WN SS-5 was processed. If the SS-5 was processed:

a.
Prior to 1978, review the MEF printout and search the 1086 microfilm under the wrong
SSN for any scrambled earnings posted through 1977 beginning with the posting year
in which the WN SS-5 was processed and apply the instructions in D below.

b.
In 1978 or later, review the MEF printout under the wrong SSN for any scrambled earnings
posted and apply the instructions in D below.

Transfer all scrambled earnings located on the wrong SSN record for the individual
identified on the WN SS-5, applying the instructions in RM 03816.021.
