Although SSA has a responsibility to assist claimants in the Philippines with their claims, each claimant is responsible for submitting the evidence needed to establish entitlement.
In developing claims from the Philippines:
Be certain the claimant understands what information and/or evidence is needed and where and how to obtain it.
Document the file to show what information and/or evidence was requested and an explanation of any missing material.
Be certain the claimant understands that his claim cannot be held open indefinitely. Failure to submit the information and/or evidence within the specified time could result in an unfavorable determination on the claim.
Use established diary periods unless the claimant justifies the need for additional time (e.g., a birth certificate has been requested from the U.S. and no reply yet received).
Document the file by RC or statement from the claimant to show the cause for the delay and the expected completion date.
