GN 01703.063 Processing Claims Leads When the Foreign Agency Submits a Liaison Form with no Check Block or an Incomplete Check Block

A. Introduction

Most of the liaison forms that DIO and FSPs receive from foreign countries do not contain a block or statement to indicate whether or not there is a U.S. claims lead. In addition, DIO and FSPs receive liaison forms with available blocks that are not checked. The following instructions apply to these two situations.

B. Procedure

Follow these steps for processing a liaison form with no checkblock or an incomplete checkblock.

1. Determination of eligibility

Determine if the claimant is eligible for U.S. benefits following the guidelines in GN 01703.061.B

2. Development of claim

Develop a U.S. claim or obtain a statement that the claimant does not wish to file if the claimant is eligible for benefits. Include QC information when forwarding leads to FSPs.

3. Entitlement to U.S. benefits

Take no action if the claimant is already entitled to U.S. benefits or does not meet the conditions for eligibility.

Note: If the foreign agency has requested information, the FSP forwards the liaison form to DIO. If not, the FSP may destroy the liaison form.
