GN 01736.012 How the Foreign Service Post Processes and Develops Claims Filed with the Irish Agency

A. Process

When a non-entitled person contacts the Irish agency to file a claim for U.S. benefits, SWS routes form IRL/USA 3 (Ireland/U.S. Agreement on Social Security Transmittal/Request/Certification) to the FSP. If the Irish coverage record is readily available it will be attached. If not, SWS will send the coverage record directly to OIO.

If SWS is aware that the person is already entitled to U.S. benefits they will notify OIO directly via form IRL/USA 3.

B. Procedure

Follow the procedures below which explain how the FSP should process referrals from SWS.

1. Claimant not entitled to U.S. benefits

Obtain form SSA-2490-F4 (Part 1) and the appropriate RSDI applications and forward the claim to OIO with the form IRL/USA 3 and the Irish coverage record, if available.

2. Claimant already entitled to U.S. benefits

Forward all material to OIO annotated “already entitled to U.S. benefits”.
