When a non-entitled person contacts a Japanese social insurance agency to file a claim
            for U.S. benefits, that agency sends the following information to VARO:

                     A liaison form certifying the filing date for the claim

                  •
                  
                     Japanese coverage certification if it is readily available.
                     
                   
                
             
            - 
               
                  •
                  
                     Available medical evidence if the claim is for disability benefits
                     
                   
                
             
         
         If the Japanese agency is aware that the person is already receiving U.S. benefits,
            they will restrict the claim to Japanese benefits only and request a U.S. coverage
            record and entitlement information from VARO as needed.
