The benefit authorizer (BA) or benefit technical examiner (BTE) completes the Single
Payment System (SPS) Attorney Fee Payment Screen (APAY) to make direct payment of
a representative's fee when the representative is eligible for direct payment. (See
GN 03920.017C, Policy – Direct Payment to Representatives in Title II Cases.) This screen displays
all necessary information to make a payment to a representative and to calculate the
user fee assessed to the representative. The system propagates most of the information
from MCS or MADCAP to the APAY.
Any post-adjudicative adjustments that are needed to correct the assessment are made
through MACADE.
The Payment History Update System (PHUS) shows the fee payment data.
