Notices to overpaid beneficiaries for periods involving alien tax withholding are
generally the same as for those not involving tax. However, because these individuals
are not asked to repay the portion of the overpayment withheld as taxes, SSA advises
the individual of the excess amount paid to him rather than the overpayment amount.
Explanations of the overpayment amount are designed to show the amount paid to the
individual as compared to the amount which should have been paid.
