DI 11010.340 Notifying the Field Office (FO) of Potential Allowance Cases by the Disability Determination Services (DDS)

A. Policy for DDS notification to FO – Title II

The DDS notifies the FO of allowance cases (including pre-effectuation and quality assurance review cases). Upon notification, the FO initiates the outstanding non-medical development. This optional procedure applies to initial, reconsideration or reopening Title II, Title XVI or concurrent Title II/XVI disability claims. Notifications are sent to the FO through Electronic Disability Collect Systems (EDCS) Action Lists for Certified Electronic Folder (CEF) cases. See Electronic Disability Collect System (EDCS) Actions Page - DI 81010.100.

B. Procedure - DDS notification to FO - Title II

The DDS may modify their notification procedures for allowances to include telephone/teletype contacts, routing a copy of SSA-831 (Disability Determination Form and Transmittal) to specific FO personnel, flags, etc. The regional office works with individual DDSs and FOs to arrange notification procedures in those offices in which such a procedure would be feasible.

C. Procedure - early notification of potential allowances

For CEFs the FO is notified via EDCS Action Page. See Electronic Disability Collect System (EDCS) Actions Page - DI 81010.100.

For official paper folders, DDS initiates an early notification procedure for some potential allowances by routing a copy of the SSA-831 (Disability Determination and Transmittal) to specific FO personnel.

D. Procedure - FO action after DDS notification

Initiate all remaining non-medical development for the number holder and auxiliaries upon receipt of the notification from the DDS.

E. Procedure - FO action when the Disability Quality Branch (DQB) returns the case to DDS

Process as follows:

  • A few cases require return to the DDS by the DQB for additional development or reversal. For CEFs, DQB notifies the FO through the EDCS Action List. When the official folder is paper, DQB transmits a copy of the SSA-1774 (Request for Corrective Action) or other notification (e.g., telephone call) to the FO.

  • The FO should review the case, and if non-medical development is still outstanding, the FO may suspend efforts to obtain it pending the final medical decision. If non-medical development is completed, no further action is required.
