DI 21501.015 Specializing on Conversion Cases
As previously indicated, adjudication of disability and blindness under some State
welfare definitions of disability and blindness require consideration of rules that
are more liberal in certain respects than under the title XVI program. For the long
term, the volume of this work will decrease in relation to the volume of adjudication
solely under the title II and XVI rules for determining disability and blindness.
For these reasons, the DDS may find it desirable to have certain examiners specialize
in evaluating title XVI conversion cases. This may have advantages not only in facilitating
the required evaluations, but also in tending to assure better consistency in such
determinations than if they are made by all examiners.
