   A. General
   
   Follow the regular policy of netting excess payments against additional amounts due.
   
   In cases where overpayments caused by income are on the SSR, recompute the overpayment
      using BCI. This may reduce or eliminate the overpayment.
   
   
   B. Determining Whether an Overpayment or Underpayment Exists
   
   For cases in which a manual computation is required, you may use Form D, “Livermore
      Overpayment/Underpayment Computation” (see D below), to determine whether an overpayment
      or underpayment exists. Compare the Federal and State optional supplementation payments
      that are due to the amounts already paid to determine if a net overpayment or underpayment
