Failure to establish residence outside the United States within 4 calendar months
of the date of the notice of qualification generally results in the denial of the
SVB application.
An individual whose claim is denied because he or she did not establish residence
outside the United States within the 4-month period must file a new application and
meet all the requirements for qualification and entitlement based on the new application
to become entitled to SVB.
NOTE: The 4-month period applies to establishing foreign residence, not to submitting
evidence of this to SSA.
