Background

This new POMS subchapter SL 15001 contains the State and Local Coverage Handbook Conversion Guide. Prior to its December 2003 introduction as an online publication and integral part of the Social Security Program Operations Manual System (POMS), the State and Local Coverage Handbook (SLCH) existed as a paper publication completely separate from the rest of the POMS. In order to make the SLCH an online publication within the POMS, the format and organization of the SLCH was overhauled to conform to that of the POMS and subject matter discussed at greater length elsewhere in the POMS was cut.

Subsequent to the SLCH going online, many users who have been used to the format and organization of the previous paper-only versions have found it difficult to locate pertinent procedures or have discovered that some references were dropped from the online version. The State and Local Coverage Handbook Conversion Guide (SLCH Conversion Guide) was designed and published to assist users of the former paper SLCH (Basic 08/95) in locating equivalent references in the online SLCH and POMS.
