RM 03809.004 General Scouting Instructions

 

A. If an incorrect SSN or no SSN is provided, search for the correct SSN using the source document and SSA databases

If the correct SSN is located:

  1. 1. 

    Annotate the SSN and any multiple SSN on the source document.

  2. 2. 

    Annotate the remarks stating "Unable to locate" the SSN.

B. Identify all unidentified EIN's or employers per RM 03809.009.

  1. 1. 

    Review the case material and compare the allegations on the incoming correspondence with the information contained on the MEF or SSA-1826 printout.

  2. 2. 

    Scout the MEF printout per RM 03809.006.

  3. 3. 

    Perform all general or specific scouting requested or deemed necessary in accordance with the appropriate instructions contained in this chapter.

C. If any of the following conditions exist, apply the applicable procedure:

  1. 1. 

    Allegations are not met because missing SEI wages are involved-Scout per RM03809.034

  2. 2. 

    Allegations are not met because of multiple postings for the same employer-Scout per RM 03809.039

  3. 3. 

    Excess credit is involved-Scout per RM 02236.010 .

  4. 4. 

    Lag earnings alleged-Scout per RM 03809.045

  5. 5. 

    If the source documentation suggests that the earnings may have been posted to the earning record incorrectly, use the appropriate scouting methods to verify the wages per RM 03809.007.

D. After all appropriate scouting and corrective actions have been completed take the following actions:

  1. 1. 

    If the wages are correct, annotate "NAN" in the "Remarks" section of ICOR .

  2. 2. 

    If a wage correction is required, annotate the "Remarks" section of ICOR with the actions taken and process the case to completion.

NOTE: 

In all cases where a scouted record is unavailable, annotate the "Remarks" in ICOR on the development worksheet to this effect.
