If a person alleges U.S. citizenship but does not have any of the probative level
evidence referenced in, General Information on Reviewing and Verifying Evidence for
an SSN Card RM 10210.500, use the following guidelines to assist the applicant.

Original SSNs only - If the individual meets the evidence requirements defined in RM
10210.010 but cannot document a U.S. birthplace and does not have evidence of U.S. citizenship, assign an SSN only if both:

The individual provides documentation of entitlement to a federally funded benefit
or a State or local public assistance benefit and

The SSN is required by law as a condition of receiving this benefit, see RM 10211.500
and RM 10211.600.

When an applicant submits a document not listed as acceptable evidence of U.S. citizenship
