GN 00308.034 Kansas Vital Records

A. Process

Vital records (birth, death, marriage, and divorce records) in Kansas are not public records. Certified copies of vital records are, therefore, released only to the person named on the record, the parents or immediate family member, a legal representative, or anyone who can prove a direct interest, such as a named beneficiary or someone who jointly owns property with the person whose record is requested. The record must be necessary for the determination of personal or property rights. Proof of legal representation, direct interest, or written authorization is required.

2. Remarks:

Make all requests directly to the OVS. Birth and death records are available July 1911 on; marriage records May 1913 on; divorce records July 1951 on. For a marriage or divorce record prior to those dates, contact the clerk of the district court in the county where the marriage or divorce occurred. Applicant-signed request must accompany payment; expect response in 7-10 days. Credit card requests received before 4:00 P.M. CT are processed and mailed within three business days. U.S. Mail return request should include a business size self-addressed stamped envelope.

Can FO verify, certify or obtain free copy of birth/death record? No

A government-issued (state or federal) photo ID of the requester must be included with the request. If the number holder requests the vital record, they must include a photocopy of their photo ID.

If an FO employee is the requester, see GN 00308.001B.3. for acceptable forms of identification. You may also use the forms below in subsection B.3 in lieu of sending a photocopy of your government-issued photo ID. Include the appropriate fee payable to Kansas Vital Statistics and a return envelope. You must obtain the SSA-L706 but no longer need to include it with the request to the State of Kansas. Keep the signed SSA-L706 on file until you receive the reply from the BVS.
