GN 01030.005 Awards to Foreign Students Not Previously Entitled to Child's Benefits

 

A. Adjudicating awards to foreign students not previously entitled to child's benefits

Claims Specialists (CS) in border field offices or in the Office of Earnings and International Operations (OEIO) use Form SSA 1383-FC (Report of Social Security Administration by Student Outside the United States) when processing awards to a foreign student child beneficiary (SCB) or a child disability beneficiary (CDB).

B. Procedure for adjudicating awards to SCBs not previously entitled to child's benefits

1. Non-District Office Final Adjudicative (DOFA) cases

Include a Form SSA-1383-FC (Report of Social Security Administration by Student Outside the United States) with the award notice. In Philippine cases, prepare a student contact diary (RS 00205.755) for the Check Claims and Recovery Examiner (CCRE).

2. DOFA cases

Annotate the routing form to show we must include an SSA-1383-FC with the award notice.
