For claims adjudicated after the effective date of the supplementary agreement, totalization benefits are computed using the 1984 totalization computation method described in GN 01701.200. Since this computation method requires certification of only enough Italian coverage to establish insured status, it is not necessary to obtain a complete Italian coverage certification in every case.

The request for an Italian coverage certification should specify the amount of Italian coverage required to establish insured status. A U.S. earnings record must be sent with all requests for an Italian coverage certification so that INPS can avoid certifying coinciding coverage.

When a coverage certification is requested, CAs must determine the number of weeks of Italian coverage required to establish insured status. To determine the number of weeks required, multiply the number of QCs needed for insured status by 13.

If Italian coverage is needed to establish disability insured status, CAs also must determine the beginning and ending dates (month/year) for the period in which coverage is required.

If the Italian coverage certification is not complete, a special block on the form IT/USA 3 bis marked “Partial Certification” is checked. Italian coverage shown on a partial certification should be credited according to the instructions in GN 01706.020 and GN 01706.030.

If insured status cannot be met by using the coverage on a partial certification, a complete coverage certification must be requested. The totalization claim should not be denied for lack of insured status if the determination is based on a partial certification.
