   GN 01715.015 Coverage and Contributions Under the Canadian System -Background
   
   
   
   Coverage under the OAS program is acquired through periods of legal residence in Canada,
      while coverage under CPP or QPP is credited based on a worker's earnings.

               People receive OAS residence credit for any year in which they are age 18 or older
                  and ordinarily live in Canada. No contributions are required.

               Generally, all persons who are employed or self-employed in Canada are covered under
                  CPP, unless they reside in Quebec, in which case they are covered by QPP. A covered
                  worker whose earnings in a year exceed a specified minimum amount receives credit
                  for a year of coverage and must pay contributions.
