To make voluntary contributions to the French system, U.S. nationals living in France
            must establish that they have at least 6 months of compulsory coverage under a general
            or special social insurance system. U.S. coverage may be used to meet this 6-month
            requirement.
         
         Because this is not a claim for benefits under the agreement, the French liaison agency
            needs the worker's written consent to request a U.S. coverage record directly. Therefore,
            France instructs the worker to contact the FSP in Paris or DIO directly for a copy
            of his/her earnings record.
