A. Introduction

The agreement with Ireland became effective 09/01/1993.

B. Policy

Periods of U.S. and Irish Social Security coverage a worker earned prior to 09/01/1993 may be used to establish entitlement to U.S. or Irish Totalization benefits. However, the earliest possible month of entitlement to such benefits is 09/1993.
