Claims representatives (CRs), claims authorizers (CAs) and claims technical examiners
(CTEs) adjudicate title II postentitlement actions involving representatives who may
petition to obtain SSA's approval of fees for their services. The key CR and CA/CTE
responsibilities are basically the same as for claims actions:

Ensure that SSA withholds from any past-due benefits for possible direct payment,
when required;

Provide correct notice to the claimant and the claimant's representative; and

Set the diary for receipt of the fee petition or fee authorization when SSA is withholding
past-due benefits for possible direct payment to a representative.
However, the CR or CA/CTE designates either MADCAP or manual paragraphs because postentitlement
actions are not processed through MCS.
