RS 01602.530 Evaluation of Railroad Retirement Board (RRB) Evidence

We have more restrictive non-disability evidentiary requirements for entitlement than the RRB. RRB's current evidentiary procedures do not meet our minimum certification standards. Therefore, we can only accept as secondary evidence, RRB certified photocopies of non-disability evidentiary documents affecting SSA entitlement, if RRB is not the custodian of the system of records. For more information on evidentiary standards, see GN 00301.015 through GN 00301.030. We accept as primary evidence, original documents certified by the proper custodian of the system of records (such as a public record of birth certified by the State or county registrar). We evaluate the evidence received from RRB without consideration of RRB evidentiary standards. However, we accept the RR earnings as posted on the earnings record.
