Effective October 1990, there are no Treasury restrictions on payments to Social Security
                        beneficiaries in the area formerly designated as East Germany.
                     
                     Effective October 3, 1990, citizens of the GDR became citizens of the FRG. As FRG
                        citizens, they meet all the exceptions to the alien nonpayment provisions which applied
                        to the FRG prior to unification.
