A person must be between 18 and 65 years of age and permanently and totally disabled to be eligible for Aid to the Disabled. Permanent and total disability exists when a person has a major permanent impairment or combination of impairments which are totally disabling.

A permanent impairment is a physical or mental condition (disease or loss) of major significance which is expected to continue throughout the person's lifetime and is not expected to be removed or substantially improved by medical treatment. It is expected to continue for a prolonged period of time and the eventual prognosis may be indefinite.

Total disability exists when the permanent impairment or combination of permanent impairments substantially precludes the individual from engaging in a useful occupation which includes gainful employment for which he has competence and homemaking, when he or she is maintaining a home for at least one additional person.
