DI 30001.400 Quality Technical Review

A. What is the technical review?

Technical quality consists of the completion of all forms, rationales, and notices in a claim. This includes

  • SSA-831-U3, Disability Determination and Transmittal;

  • SSA-832-U3, Cessation or Continuance of Disability or Blindness Determination and Transmittal -Title XVI;

  • SSA-833-U3, Cessation or Continuance of Disability or Blindness Determination and Transmittal -Title II; and,

  • decision rationales and notices.

Proper completion of these documents is extremely important because discrepant, inconsistent, or omitted entries on these forms can:

  • result in incorrect or incomplete data;

  • cause computer-entry rejection and delays in case processing; and

  • prevent or delay notices and benefit payments.

The Disability case processing system, the Quality Assurance (QA) system, and case reviews done by the supervisor contribute to both the technical and the substantive quality of cases processed in the DDS.

B. Authority and scope for technical review

The Quality Assurance Unit (QAU) specialists perform both a substantive and technical review of all sample cases. Supervisors and disability examiners (DEs) are responsible for ensuring substantive and technical accuracy for all cases adjudicated, even those not chosen as part of the QA sample. The disability case processing system also provides checks and edits to prevent technical errors on cases.
