When it is brought to the DO's attention that both SSA and RRB have collected SMI
            premiums for the same period, prepare a memorandum addressed to the Railroad Retirement
            Board, 844 Rush Street, Chicago, IL 60611.
         
         The subject is “Dual SSA and RRB SMI Premium Deductions.”
         In the text of the memorandum state the problem, i.e., SSA and RRB have both withheld
            SMI premium since         . Attach any evidence received from the enrollee.
         
         Notify the enrollee that their request has been referred to RRB for necessary action
            and reply.
         
         When the amount of the refund is obtained by RRB through the initial electronic screening
            process, RRB makes the refund. After RRB has made the initial screening and it later
            becomes aware that SSA and RRB have collected SMI premiums for the same period, RRB
            rescreens through the electronic screening process. Usually in the rescreening process,
            SSA will make the refund to the beneficiary; however, RRB makes the determination
            as to which agency makes the refund.
