RM 02212.006 Determining Proper Adjustment Of Evidence Posting — Regular Wage Item Located (DEO-ERB) 5955

  1. A. 

    Observe the following general rules when determining the proper adjustment for partially matching evidence postings. See RM 02212.007 for exceptions to the general rules. In any case (other than “form W-2” cases) where an offset prepared under the following rules would result in the loss of a quarter of coverage, forward the entire case to DERM, RACB, under cover of a route slip referring to this section of procedure.

    1. 1. 

      Where the evidence posting is an increase, consider the amount shown in column 11(e) of the form SSA-7010-U5 to be the minimum amount creditable for the employer and period.

    2. 2. 

      Where the evidence posting is a decrease, consider the amount shown in column 11(e) of the form SSA-7010-U5 to be the correct amount of wages for the employer and period.

  2. B. 

    When the evidence posting is an increase (entry 7) for the period involved, handle as follows.

    1. 1. 

      If the amount of the regular reported wage item is the same as that of the evidence posting, offset the evidence posting by means of an entry 6 on a form SSA-6598.

      Example:

Amount Entry
Evidence Posting $500 7 (Debit)
Reported Item $500 1, 3, or 5 (Debit)
Form SSA-6598 $500 6 (Credit)
  1. 2. 

    If the amount of the regular reported wage item is larger than that of the evidence posting, offset the evidence posting by means of an entry 6 on a form SSA-6598.

    Example:

Amount Entry
Evidence Posting $500 7 (Debit)
Reported Item $550 1, 3, or 5 (Debit)
Form SSA-6598 $500 6 (Credit)
  1. 3. 

    If the amount of the regular reported wage item is less than that of the evidence posting, offset the regular wage item by means of an entry 6 on a form SSA-6598.

    Example:

Amount Entry
Evidence Posting $550 7 (Debit)
Reported Item $500 1, 3, or 5 (Debit)
Form SSA-6598 $500 6 (Credit)
  1. C. 

    Where the evidence posting is a decrease (entry 6) for the period involved, make the offset by means of an entry 7 on the form SSA-6598.

  2. D. 

    Refer to the Unit Supervisor for decision or for referral to DERM, RACB, any case where an adjustment may be required and the proper adjustment cannot be determined.
