RM 03803.065 Maintaining Subject Precedent Files

  1. Receive the following material for the subject precedent file from the Office of Income Security Programs (OISP):

    1. Digests of policy precedent memoranda and General Counsel opinions.

    2. Copies of the General Counsel opinions and policy precedent memoranda.

  2. Where a digest is not received on a General Counsel opinion or policy precedent memorandum, ask the module manager to contact OISP to ascertain the indexing to be used.

  3. Prepare 5 ×8 cards to show the following information:

    1. Subject

    2. A digest of the memorandum or opinion

    3. The number of the general counsel opinion or policy precedent memorandum

  4. File the 5 ×8 cards by subject as shown on the card taking into consideration the information thereon that relates to each respective heading that follows:

    1. Major heading

    2. Subheading

    3. Second subheading

      Example:

      A card headed “Employer-employee relationship-independent contractor-taxicab drivers” will be filed under the major heading “Employer-employee relationship,” within that group under the first subheading “independent contractor,” and within that group under the second subheading “taxicab drivers.”

  5. File the General Counsel opinions and policy precedent memorandum in numerical order.
