RM 03803.067 Allocating “Dummy Wage” Items
Where acceptable evidence is received for one or more individuals and a dummy item has been established in the Nondetailed Earnings Report File (NERF) for the employer and period in question, the earnings should be established by allocating from the dummy amount.
A dummy is an amount of earnings for which the name and SSN have not been identified. A dummy may exist for an individual entry or an entire report.
Prepare an informal special determination to document the decision to establish earnings based on evidence.
