RM 03809.042 Scouting Discrepant “CA” Items

  1. Where a “CA” (Temporary Earnings Item) indication appears on the earnings record, it is usually the result of an initial or delinquent report, reinstatement or corrective (adjustment) action which is in process but has not yet been posted to the record. In some instances, the “CA” item may have been generated incorrectly. In order to ensure the correctness of the earnings record, scouting and/or correction of these items is usually requested.

  2. Cases will be received for scouting of “CA” items with or without a possible corresponding regular posted item indicated on the scouting request form. Apply the instructions in C.-E. below when scouting and/or correcting these items.

  3. Examine any correspondence folder received with the case for any information which might indicate why the related regular earnings item has not been posted to the record.

  4. Scout to the wage report, suspense files and all other sources necessary to determine the facts relating to the “CA” item.

  5. Once the facts have been determined based on the actions taken in C. and D. above, take the appropriate corrective action per the following instructions. If:

    1. A regular posted item is indicated on the scouting request and it is the correct item and the “CA” item is erroneous (not substantiated by a wage report or other source):

      1. Line through the “CA” item.

      2. Place a large checkmark beside the note requesting that the “CA” item be scouted.

      3. Ensure that the “CA” item is not included in any totals to be entered on an SSA-7009.

      4. In the “Remarks” column of the SSA-7009 (or other scouting request form) enter the notation “Regular item correct - CA item erroneous.”

    2. A regular posted item is indicated on the scouting request and it is the correct item but was incorrectly processed and the “CA” item is correct:

      1. Take the necessary action to correct the regular item.

      2. Enter any adjustment action required on an SSA-7009 applying the instructions in RM 03809.055. Beside any correction entry, annotate the “Remarks” section to reflect the reason for the action taken.

      3. Place a large checkmark beside the note requesting that the “CA” item be scouted.

      4. Ensure that the “CA” item is not included in any totals entered on an SSA-7009.

      5. In the “Remarks” column of the SSA-7009, enter the notation “Regular item incorrectly processed. Correction initiated - CA item correct” .

    3. A regular posted item is indicated on the scouting request and both the regular posted item and the “CA” item are correct (items are not related and a corresponding item for the “CA” item is in process but not posted):

      1. Enter “OK” after both items on the scouting request.

      2. Place a large checkmark beside the note requesting that the “CA” item be scouted.

      3. Enter the “CA” item on an SSA-7009, applying the instructions in RM 03809.055. In the “Remarks” column of this entry, add the notation “CA item”.

      4. Include the “CA” item in the adding machine tape and in the yearly totals and grand total on the SSA-7009.

      5. In the “Remarks” column of the SSA-7009, enter the notation “Both regular and CA items are correct” .

    4. A regular posted item is not indicated on the scouting request but a possible corresponding item is located in the scouting process:

      1. Place a large checkmark beside the note requesting that the “CA” item be scouted.

      2. Enter the “CA” item on an SSA-7009, applying the instructions in RM 03809.055. In the “Remarks” column of this entry, add the notation “CA item”.

      3. Enter the possible corresponding item on an SSA-7009 immediately below the related “CA” item. In the remarks column of this entry, add the notation “Possible corresponding regular item to CA item above”.

      4. Do not include the “CA” item or the possible item in any totals entered on the SSA-7009. (The Earnings Certification Technician will decide what to include in the totals.)
