Removal of Uncanceled Stamps -
Uncanceled stamps that are enclosed with correspondence or affixed to reply envelopes
by individuals are not to be removed by any employee who handles the correspondence.
Such an action is considered theft and will subject an employee to disciplinary action.
It could also result in referral to the U.S. attorney for prosecution.
Removal of Canceled Stamps -
Never remove a canceled stamp from an envelope or post card that the individual has
requested be returned.
Do not remove the canceled stamps from any incoming envelope or post card, until final
disposition has been made of the correspondence, and the envelope or post card is
about to be discarded.
