RM 05004.007 Handling Correspondence With Postage Enclosed

A. POLICY

Removal of Uncanceled Stamps -

Uncanceled stamps that are enclosed with correspondence or affixed to reply envelopes by individuals are not to be removed by any employee who handles the correspondence. Such an action is considered theft and will subject an employee to disciplinary action. It could also result in referral to the U.S. attorney for prosecution.

Removal of Canceled Stamps -

  • Never remove a canceled stamp from an envelope or post card that the individual has requested be returned.

  • Do not remove the canceled stamps from any incoming envelope or post card, until final disposition has been made of the correspondence, and the envelope or post card is about to be discarded.

B. PROCEDURE - GENERAL

Return the postage or stamped envelope to the writer with the reply if:

  • No “special” mailing service (e.g., air mail, special delivery, etc.) is requested.

  • The request is from another government agency.

  • The envelope is too small to contain the material being mailed.

C. PROCEDURE - SPECIAL MAILING REQUESTED

Handle as follows:

1. Correct Amount of Postage Furnished

  • Use the postage or stamped envelope furnished by the writer unless one of the conditions in A. above applies.

  • Type OCRO's official return address in the appropriate location on the envelope if it does not already appear there or, affix a gummed label with the address.

2. Postage Furnished Not Correct

  • If there is not enough postage enclosed or affixed to the envelope, return the postage to the individual with the reply.

  • If there is more postage than required for the service requested use the postage or stamped envelope unless one of the conditions in A. above applies. Return any excess postage with your reply.
