GN 00307.962 Developing Evidence of Age for a Person Born in the Kosovo Region of Serbia

A. Introduction

Since the U.S. Embassy in Belgrade is closed, it cannot assist SSA in obtaining evidence or in verifying documents issued in the Kosovo region of Serbia. There is no mail service from the U.S. to this area.

It appears that many (if not all) of the records in the Kosovo region for ethnic Albanians were destroyed in March and April 1999. In addition, experience has shown that civil birth records issued in the Kosovo region after 1989 (when Kosovo declared its independence from Serbia) may not accurately reflect the source records.

B. Policy

SSA evaluates a civil or religious birth record issued after 1989 as a record made at the time the document was issued based on statements by the interested party(ies) or third parties at the time the document was issued.

C. Procedure

Do not request evidence from Kosovo. Develop for other evidence.

If the claimant lives in the U.S., develop for convincing evidence as explained in GN 00302.115, GN 00302.118 and GN 00302.125. If the claimant lives outside the U.S., develop as explained in GN 00307.150C.

If the claimant submits a civil or religious birth record issued prior to 1990, evaluate it as explained in GN 00307.950B. Develop for other evidence of age if:

  • there is a question about the recordation date or other material information on the birth record, or

  • the document was issued after 1989.
