The guarantee explained in RS 00605.370 applies to Totalization benefits payable for months before 1995 as well as regular U.S. benefits. When determining if the guarantee is applicable, it is the amount of the reduction in the theoretical primary insurance amount that must be considered in applying the rules in RS 00605.370B.
