GN 01703.050 How DIO Responds to Totalization Inquiries

A. Introduction

It is impossible to cite all the types of totalization inquiries that may be received. Some examples are listed below.

B. Procedure

Follow these procedures when responding to totalization inquiries.

1. Claims inquiry

Forward claims inquiries received in the modules or International Benefit Office (IBO) from persons residing in countries serviced by trained FSPs to the FSP via an OF-41. Include QC information to facilitate the claims interview.

Forward claims inquiries from persons residing in the U.S. or Canada to the servicing FO via an OF-41.

Send claims inquiries from persons not living in a country serviced by a trained FSP to IBO via an OF-41 for routine claims development and completion of a totalization application (SSA-2490-F4).

2. Request for earnings information

If a request is for earnings quarters of coverage, benefit estimate, earnings record or detailed earnings information, send an SSA-7004-SM-OP1 (Request for Earnings and Benefit Estimate Statement) or an SSA-7050-F3 (Request for Social Security Earnings Information). Never send a certified earnings record.

3. General information about totalization or an agreement

Refer simple inquiries regarding general information about totalization or an agreement to the Benefit Earnings Technicians (BETs). Refer complex inquiries to the claims specialists (CSs). See the paragraphs in NL 00711.310.B for help in replying.

4. Request for more than one totalization pamphlet

If a request is for more than one totalization pamphlet, refer to the Office of International Programs (OIP), Office of Foreign Program Policy (OFPP).

5. Request for coverage certificate or certificate of the applicable legislation

If a request is for a coverage certificate or certificate of the applicable legislation, refer to OIP, OFPP.

6. Coverage or taxation inquiry

Refer coverage or taxation inquiries to OIP, Office of Agreements, Negotiations and Analysis (OANA).

7. Request from foreign court, welfare agency, consulate, etc.

Send a request from a foreign court, welfare agency, consulate, etc., to the Office of Public Inquiries, 4100 Annex.
