GN 01704.040 Foreign-to-Domestic Change of Address

(See GN 01704.050 when a bank address is involved)

A. Beneficiary is entitled under the agreement with Italy

When a beneficiary receiving totalization benefits from both the United States and Italy (form IT/USA/3 or IT/USA/5 in file shows whether or not Italian totalization benefits are being paid) notifies DIO that he is moving to the United States, consider the possibility of entitlement to increased benefits under the guaranteed minimum provision. If the U.S. totalization benefits being paid are based on a PIA equal to or greater than the regular U.S. minimum PIA, if one is involved, process the change of address in the normal way. If the U.S. totalization benefits being paid are based on a PIA less than the regular U.S. minimum PIA, change the address but refer the case to a benefit authorizer for a determination of U.S. residence and applicability of the guaranteed minimum provision.

B. Beneficiary is entitled under the agreement with Germany or Switzerland
