GN 01704.120 Totalization Status Code (TSC)

The MBR (online and offline) and all computer output displays a two-position TSC which describes, in general, the status of payments under totalization. When reviewing form SSA-2417 B, verify that the correct TSC code is shown. The following is a description of the applicable TSC codes and an explanation of when they are shown.

A. Award

    A1 - Used to indicate that a totalization claimant is insured using his foreign coverage and has been awarded U.S. totalization benefits.

    A2 - Used to indicate that a totalization claimant is insured using his Italian coverage, has been awarded U.S. totalization benefits and Italian totalization benefits, and the guaranteed minimum is involved. (See GN 01705.110 for an explanation of the guaranteed minimum provision.) (This code only applies to the Italian agreement.)

B. Disallowance

    DI - Used to indicate that a totalization claimant is not insured and that his U.S. totalization claim has been denied because he has less than six U.S. QC's.

    D2 - Used to indicate that a totalization claimant is not insured and that his U.S. totalization claim has been denied because he has at least six U.S. QC's but is still not insured considering foreign periods of coverage.

    D3 - Used to indicate that a totalization claimant is denied because he is insured without considering his foreign earnings. (This code is not applicable under the Italian agreement.)

    D4 - Used to indicate that a totalization claimant is insured but is denied for some other reason; e.g., person is not retirement age or cannot prove relationship to the NH.

C. Pending

    P1 - Used to indicate that a totalization claimant is not insured but has at least six U.S. QC's and that a final decision on his totalization claim is awaiting completion of totalization development.

    P2 - Used to indicate that a U.S. totalization claim is pending and that the claimant is entitled to RSDI benefits.

D. Election

  •  

    E1 - Used to indicate that a totalization claimant is entitled using U.S. coverage only and did not elect totalization benefits. Also used for certain P2 cases to allow the transfer of the RSDI folder to a regular DIO Module, a PSC or ODO.

    E2 - Used to indicate that a totalization claimant is entitled based on U.S. coverage only but is receiving totalization benefits because they are higher than his regular benefit or because he elected totalization benefits even though they are lower than his regular benefits.

    E3 - Used to indicate that a totalization claimant is entitled based on U.S. coverage only but is receiving totalization benefits because he elected totalization benefits even though they are lower than his regular benefits and the guaranteed minimum applies. (This code only applies to the Italian agreement.)

If the totalization application is filed by a new applicant and the RSDI claim is approved or denied, the Development Support Examiner (DSE) processes the RSDI output produced.

Use your knowledge of the left side of the folder, the information shown on the SSA-2417 B, and the paragraphs shown on the computer produced notice to determine if the correct TSC code is shown.
