GN 01706.105 Review and Processing of Totalization Claims Material

A. General

The contents of the totalization claims files vary, depending on the origins of the claim and the type of applicant.

B. Claims filed in the United States or directly with INTPSC

If a claim is filed in a U.S. DO or directly with INTPSC, the totalization application form SSA-3954-BK-IT and national applications are forwarded to INTPSC. The following chart indicates how these claims are processed:

 

 

1. District office

The district office forwards the totalization application form SSA-3954-BK-IT and the U.S. national application to INTPSC, Baltimore.

2. INTPSC, Baltimore

INTPSC forwards a claims package to the INPS Regional Office following the instructions in GN 01704.ff. On the liaison form USA/IT 2, INTPSC indicates whether or not an Italian coverage record is needed and, if so, specifies how much coverage is needed for insured status.

3. INPS Regional Office

If requested, the INPS Regional Office sends the Italian coverage certification on form IT/USA 3 bis with the liaison form IT/USA 2 to INTPSC, Baltimore.

4. INTPSC, Baltimore

If an Italian coverage certification was requested from INPS, INTPSC sends form USA/IT2 to advise the INPS Regional Office whether or not U.S. benefits were awarded.

C. Claims filed with INPS

The following chart indicates how claims for U.S. benefits are processed when they are filed with INPS:

 

 

1. INPS Regional Office

The regional office takes the totalization application form IT/USA 1 and routes the application form under cover of the liaison form IT/USA 2 to the appropriate U.S. Foreign Service post. The Italian coverage certification should not be forwarded with this material.

2. U.S. Foreign Service Post

If this is a new claim for U.S. benefits, the Foreign Service post obtains the U.S. national applications and develops the required evidence. No development is needed if the claimant already is entitled to U.S. benefits. After all development, the Foreign Service post routes the IT/USA 1 and national applications to INTPSC in Baltimore.

3. INTPSC, Baltimore

INTPSC forwards the U.S. coverage certification with a liaison form USA/IT2 directly to the INPS Regional Office. On the USA/IT 2, INTPSC indicates whether or not an Italian coverage record is needed and, if so, specifies how much coverage is needed for insured status.

4. INPS Regional Office

The regional office sends the Italian coverage certification on form IT/USA 3 bis with the liaison form IT/USA 2 to INTPSC, Baltimore.

5. NTPSC, Baltimore

If an Italian coverage certification was requested from INPS, INTPSC sends form USA/IT 2 to advise the INPS Regional Office whether or not U.S. benefits were awarded.

D. Claims filed with U.S. FSP in Italy

The following chart indicates how claims for U.S. benefits are processed when they are filed with a U.S. FSP in Italy:

 

 

1. U.S. foreign service post

The Foreign Service post takes the U.S. national application and the SSA-3954-BK-IT. A liaison form USA/IT 2 is forwarded to the appropriate INPS Regional Office, certifying the filing date. The applicant is advised to contact the appropriate INPS provincial office to complete the required Italian applications. The Foreign Service post forwards the form SSA-3954-BK-IT and the U.S. national application to INTPSC, Baltimore.

2. INTPSC, Baltimore

INTPSC forwards the U.S. coverage certification with the liaison form USA/IT 2 to the INPS Regional Office. On the USA/IT 2, INTPSC indicates whether or not Italian coverage record is needed and, if so, specifies how much coverage is needed for insured status.

3. INPS regional office

The regional office sends the Italian coverage certification on form IT/USA 3 bis with the liaison form IT/USA 2 to INTPSC, Baltimore.

4. INTPSC, Baltimore

If an Italian coverage certification was requested from INPS, INTPSC sends form USA/IT 2 to advise the INPS regional office whether or not U.S. benefits were awarded.
