A. Introduction

The agreement with Spain became effective 04/01/88.

B. Policy

Periods of U.S. and Spanish Social Security coverage a worker earned prior to 04/01/88 may be used to establish entitlement to U.S. or Spanish Totalization benefits. However, the earliest possible month of entitlement to such benefits is 04/88.
