The agreement with France became effective 07/01/88.

B. Policy

Periods of U.S. and French Social Security coverage a worker earned prior to 07 /01/88, may be used to establish entitlement to U.S. or French Totalization benefits. However, the earliest possible month of entitlement to such benefits is 07/88.
