A. Introduction

Although Finland pays many different categories of benefits, this section describes only the retirement, disability and survivors benefits. These are the only Finnish benefits included within the scope of the agreement.

B. Policy - Finnish eligibility requirements

This chart describes the eligibility requirements for Finnish retirement, disability and survivors benefits.

1. NPS Benefits

TYPE OF BENEFITELIGIBILITY REQUIREMENTS

Old-Age

 

Worker

  • Age 65, with reduced benefit payable as early as age 60.

  • Must reside in Finland. In addition, Finnish nationals must have resided in Finland for at least 3 years after age 16. Persons who are not Finnish nationals must have resided in Finland for 5 continuous years immediately before entitlement.

Spouse

Benefit no longer payable as of January 1, 1996.

Child

Benefit no longer payable as of January 1, 1996.

Disability

 

Worker

  • Age 16 - 64

  • Impairment prevents regular occupation or similar work.

NOTE: The disability requirements for persons over age 55 are less strict.

  • Must reside in Finland. In addition, Finnish nationals must have resided in Finland for at least 3 years after age 16. Persons who are not Finnish nationals must have resided in Finland for 5 continuous years immediately before entitlement.

Spouse

Benefit no longer payable as of January 1, 1996.

Child

Benefit no longer payable as of January 1, 1996.

Survivors

The deceased person must have resided in Finland at the time of death.

Widow(er)

If a Finnish national, he or she must have a total of 3 years of residence in Finland and either lived in Finland at the date of the deceased's death or moved to Finland in the year following the death. If not a Finnish national, he or she must have lived in Finland at the date of death and for the 5 years immediately prior to the date of death.

The widow(er) must be under age 65 and either:

  • married before the deceased spouse attained age 65 and they had a child in common, or

  • at least age 50 and, at the time of the marriage, was under age 50 and the marriage lasted at least 5 years.

A childless widow (not widower) may also be eligible if married:

  • before July 1, 1990, and before the worker reached age 65 and the marriage lasted at least 3 years, or

  • after June 30, 1990, she was under age 50 at the time of the marriage and the deceased was under age 65, and the marriage lasted at least 5 years.

Divorced Widow(er)

No provision.

Orphan

  • under age 18, or age 21, if student

  • must have lived in Finland at the date of the deceased's death or have moved to Finland in the year following death. There are no citizenship or length-of-residence requirements for orphan's benefits.

Funeral Grant

Benefit no longer payable as of January 1, 1996.
