GN 01763.215 Applications for Benefits under the Agreement with Iceland

A. Filing for U.S. Totalization benefits

An applicant filing for benefits under the agreement with Iceland must complete Form SSA-2490-BK (Application for Benefits under a U.S. International Social Security Agreement). The applicant must complete this form whether the application is for benefits from the following:

  • United States only;

  • Iceland only; or

  • from both countries.

B. Using the Modernized Claims System (MCS) version of Form SSA-2490-BK

1. When to use the MCS version

Form SSA-2490-BK (Application for Benefits under a U.S. International Social Security Agreement) is available through MCS. Use the MCS version only when the number holder (NH) is filing for one of the following benefits:

  • U.S. retirement or disability Totalization benefits; or

  • a concurrent claim for U.S. retirement or disability benefits (regular or Totalization) and Icelandic benefits.

2. When not to use the MCS version

Do not use the MCS version of Form SSA-2490-BK when the applicant is filing for the following:

  • Icelandic benefits only; or

  • U.S. or Icelandic survivor benefits.

Use a paper or electronic Form SSA-2490-BK for Totalization survivor claims or claims for benefits only from Iceland.

NOTE: If there is an existing U.S. Totalization life claim award, do not take an SSA-2490-BK in claims for U.S. auxiliary benefits or survivor claims.

C. Determining which application screens are required on MCS for Totalization benefits

Use the following information to determine the application screens to complete when taking claims under the Agreement with Iceland for U.S. Totalization benefits or Icelandic benefits:

1. U.S. Totalization benefits only

a. When taking retirement or disability claims:

Complete the following screens:

  • MCS application;

  • Totalization (TOTL) (see MS MCS 009.011); and

  • SSA-2490 (see MS MCS 007.001).

b. When taking survivor claims:

Complete the following screens:

  • MCS application

  • Totalization (TOTL) (see MS MCS 009.011); and

  • Part 1 of the paper or electronic Form SSA-2490-BK.

2. Icelandic Benefits only (regular or Totalization)

Claims for Icelandic benefits only (regular or Totalization) are MCS exclusions. Complete Parts I and II of the paper or electronic Form SSA-2490-BK.

3. Icelandic benefits (regular or Totalization) and U.S. (regular or Totalization)

a. Retirement or disability claims

In retirement or disability claims, complete the following screens:

  • MCS application;

  • Totalization (TOTL) (see MS MCS 009.011); and

  • SSA-2490 (see MS MCS 007.001).

b. Survivor claims

In survivor claims, complete the following screens:

  • MCS application;

  • TotalizationTOTL (see MS MCS 009.011); and

  • Part I and II of the paper or electronic Form SSA-2490-BK.

D. Procedure for entering the Icelandic Social Security Identification Number

Enter the worker and each claimant's Icelandic Kennitalia Number on all claims. If the number is unknown, enter all of the following information under Part I of Form SSA-2490-BK:

  • worker’s full name, including both the paternal and maternal last names (see GN 00302.460 and GN 00302.470): and

  • worker’s date of birth;

NOTE: The Icelandic agency will need this information to transmit the NH’s Icelandic coverage record.

E. Procedure for required remarks

If the worker or a claimant presents his or her identification card, document under remarks that the worker or claimant submitted this evidence.
